Rocky Bunkers - What bounce?

When my group runs across courses with poorly kept bunkers, we take the ball out, no closer to the hole and play from along side the bunker. Why should we be penalized for poorly kept bunkers?

Crap sandtraps are so prevalent these days, and can really ruin some rounds. I recently had a hole that still burns my britches. I hit one of my best drives ever on a certain hole, a par 5 that's around 580 yards. I hit a perfect drive with a baby draw, and got lots of roll out to around 350 yards. The green is very small side to side, and long the other way, so you need a really precise shot on the approach shot. I hit what I thought was a perfect wedge in, and it just caught the top of the bunker and rolled back into it. The bunker looked more like shallow dirt and rocks than sand. There's no real way to get under the ball, even with my lob wedge with little bounce, and I bladed it way over the green. Ended up with bogey when I probably should've probably had a birdie, par at the worst. Unreal how we can't get good sand in the traps here in California.
