Easy solution to roll back pros--no tees

Instead of doing a ball and eventually a driver rollback, do this: on the PGA Tour, no more teeing the ball up.  Keep your solid core balls and 460cc drivers, but you have to hit it off the deck on every tee box.
Would this not be insanely easier than having equipment manufactures creating a tour only ball?  It would also take the driver out of the easiest club to hit category.  Seems like it could produce some additional drama.  Of course it would only be for tour players, no change for the rest of us.
