There is a hole at my home course that has a crossover cart path 230 yards off the tee, leaving another 220 into the green.  It is not uncommon at all to see golfers who can’t reach the crossing path waiting for the green to clear before they hit their second shot.  These golfers clearly do not know how far they hit the ball.

220 into a green is not incredulous reach with modern gear, maybe they muffed their drives and figure why not? Is it low percentage, sure. If I dog a tee shot on a par 5, do I use an iron for layup do i go #3w to gain back yardage? It depends, it's situational and for your observation you may not know whole story. Do folks have poor management of game? Yeah, they do even with data in their face, they still pick wrong shot at wrong time. But it's not at epidemic level to see guys waiting for greens to clear.

Most know how far the ball ends up. Most have no idea what their carry numbers are.

One of my good buddies was this way. Would hit it 220 off the tee with driver and then from 250+ would wait for the green on a par 5 to clear before going. He never reached a par 5 in two
