I had a question about the rules. So logically I asked it in the rules folder. Not trolling at all!!!

Fair enough. Change your handle to Rip Van Winkle and you can resume being astonished that players no longer use hickory shafts nor play with mashies and niblicks or persimmon woods. Also, the stymie Rule is gone and Ben Hogan isn't competing with Byron Nelson to be the number one player in the world.

Knowledge of the Rules is part of the applied skill set which a player must use to play competitive golf.

Wow. This took quite a turn. Entertaining.

I play with a guy that plays every single day during our season. Posts 180 rounds. He asked me the other day why the pros were grounding their clubs in the water hazard.

So, not everyone has studied the new rules as much as the frequent contributors to this part of the forum. Some have other things to do and others just play.

You can ground your club in a water hazard?

Walter: Tell me Bobby, why do you play this game?
Bobby: I play because I love it.
Walter: Well I play for the money. I have to win. That is why every time we face each other I will always beat you.

In all fairness OP... When you went to the rules forum to post this thread the top thread was titled "I hate the leaving the flag in rule". At least a cursory glanced would have shown you the answer you are allegedly seeking.

There are no water hazards any longer, but yes, you may ground your club in a Penalty Area.

Isn't the proper terminology: "You can water your club in a water hazard?"
