Toulon Garage San Diego Putter (Tour Issued?)

Is this tour issued ? There is a clear shaft label with white numbers and letter not sure if this means anything ? Also does anyone know if these are Made in USA ?
any info is appreciated

When the Toulon Garage first went live, this was one of the finishes u could choose. I actually designed a “Garage” San Diego in that finish and had some custom stamping on the bumpers. Funny enough, I ended up selling that putter on the course to a guy i had been paired with for 18 holes. I had gamed that putter for maybe 6-7 rounds and liked it, but that particular round I putted absolutely lights out with it. The guy kept asking where i got it and i explained the process. This guy clearly had $ because on the 17th hole he offered me $800 cash for it, then after the 18th hole he said “ok I really really love that putter, how about $1000 right now”. He actually had it on him, so i told he that he had a deal, LOL. Never forget that day.

I believe @UnderPar18 has had a fair number of Tour Odyssey putters so probably a good expert on that.

The clear tag with numbers/letters on the back of the putter shaft is a player ID number usually meaning the product is tour issue and the specs are associated to that players preferred specs
