Ball touching Red line...

Human nature and convenience. The OP is on the golf course waiting for his turn to hit and concerend about pace of play.

He has a rules question and has a phone with him.

He can get out his phone, open a web browser, navigate to the USGA web site, naviagate to the rules section, navigate to the rules index, and then scroll to the approprate rule. All a bit cumbersome on your phone.

Or he can grab his phione and just say "Hey Google/Siri. What happens if my golf ball is touching a red penalty area/hazard line".

And he will probably (hopefully) get the right answer if he examines the link description properly

That'll work if the player isn't concerned with the quality of the information.

Knowledge of the Rules is part of the applied skill set which a player must use to play competitive golf.

If the player actually cares about playing by the rules, he has downloaded the rules app, and go to directly to the right rule.

Hate to beat a dead horse, but suggest everyone pull out their smart phone (assuming you have one) and give it a try. 

Just ask Google "What happens when my golf ball is on the red line".

The response will be quicker than accessing the rules app on your phone, and the first answer is directly from the USGA web site.

For the purposes of this thread using Google is a faster and accurate way to get the answer.

As a  means of encouraging more people to try and  play by the rules (and WRX is full of comments/complaints  that most people don't) it seems completely realistic to promote the use of Google for people who just are not going to download a full set of rules to their phone.

I just tried exactly that and the first response was:

Red Stakes/Lines: Lateral Water Hazard

In a red, or lateral hazard, you have 2 additional options available to you. The first, and perhaps the most common, is to take the point where your ball last crossed into the hazard, and drop within two club lengths of this point, no closer to the hole.19 Sept 2016

Here's Google's first answer to "loose impediments in a water hazard:"

 

Under the current rules, when your ball in play lies in a hazard (water hazard or bunker), you are prohibited from touching or moving a loose impediment lying in or touching that same hazard (Rule 13-4c). If you did, the result would be two strokes in stroke play, or a loss of hole penalty in match play.

 

As has been said, if the quality of the answer doesn't matter, then Google away. 🙄

The "quality" of the question is absolutely reflective of the Rules knowledge of many. As you well know the average golfing Googler wouldn't know that in 2019 the term hazard expired. Thus, they would use the obsolete term, hazard,  to secure an out-of-date answer. The point of this is that Google will indeed give an answer, but possibly a wrong answer.

And now, a number of the sites linked to that are not USGA sites, may be incorrect and/or quoting an old rule. And if the article doesn't have a date on it,,,,,,,,,,,,

Hardly "gone" as they are the Rules to be used until 1.1.2023.

Interesting.  At the USGA website, the default is to show the current Rules.  You have to specifically choose the 2023 Rules to access them.

Also USGA "shows" the 2023 Rules on their website but they are not the ones you get first when you open the Rules as one would expect.

At least around here we are still in year 2022 and we are the ones who get in 2023 before you 😉

 

It is actually astonishing that R&A has published the Rules of 2023 as their primary option on their website. After all, the area covered by R&A is much wider than that of USGA.

I was surprised as well, but I did the same, and found myself looking at the 2023 Rules.  I didn't look to find the 2019 Rules, just lazy.
