With the only exception possibly being the absolute cream of the crop public courses (i.e. Harvester before it went private), I'd say it's fairly safe to assume that if the weather looks playable to you that most courses would be open.
Depends on where you are in Iowa and what the course's policies are, no set answer.
I played 9/18 two days in Iowa City last March on one of only two courses open in the area those days, others had been closed for the winter and were still staying closed - of course, shortly thereafter nobody was playing golf much of anywhere in April. Played Riverside in Iowa City in March once - 30 mph winds/44 degrees - it was cold but I wanted to play. Have played Finkbine in IC on a sunny March day with no wind and 45 degrees and it was wonderful/same another year 60 degrees. All sorts of scenarios.
Seen heavy, wet snowflakes at the Drake Relays in April. Played golf on New Year's Day in southeast Iowa once - 50 degrees but had to stay off the greens.
Only thing for sure is March is a lot closer than it was yesterday!
Just have to hope for the best and get out when your personal weather meter says "go"!
most anything other than plow piles is mostly gone, was 58 and rainy Wednesday, that tore it up. We now have some sunny, breezy weather that should help finish the thaw and drying up.
I fully expect to be on Legacy or somewhere else next weekend.

Great that so many places are opening. Snow dictates all, along with frost delays.
