Just bought the 5 wood head he was selling on the bst. Received it yesterday. Fair deal, great communication and fast shipping. No complaints here. I read this entire thread before engaging but felt like giving him the benefit of the doubt was worth the risk for me.

So this guy got me a couple weeks ago as well. . .

 

Was seeking a TM M5 head only, farrar24 chimes in that he has one, sends pics with offer which seemed reasonable. I agree to terms, PayPal him what we agreed on which PP then added the juice so now I'm +$10 over what I sent him (running tally of net -$10, keep reading). 12 days go by, not a word from him after I messaged repeatedly (see he's been active consistently the whole time), no tracking info/nothing until this morning I sent message saying I was going to PP with a complaint and low/behold when I log in to PP there's a refund pending of...-$10 of agreed price minus what PP charged him for the return transaction so now not only did I not receive agreed upon item but now I'm down $20 with nothing in hand.

I don't understand how you're down $20 on a refund to you. Please enlighten me, in terms this common man can understand.

Did you accept the refund? I would follow through with the Paypal dispute. He shouldn't be able to hold back the fees from you. Paypal should make you whole.

PayPal doesn't always refund the complete amount anymore. I recently was refunded as a buyer and PayPal kept the original transaction fee (2.9% + $0.30). It's sounding like that is standard practice now. I still don't follow how the OP would be out double fees, but I do see how he'd be out the 2.9% + $0.30. Not saying it's fair to the OP, but it does happen now, unlike before when a PayPal refund was for the full amount.

This is straight off Paypal's website:

You receive credit for your original transaction fees based on the kind of refund you issue.

When you issue a full refund using the Issue Refund link on the Transaction Details page, we credit your full variable transaction fee.

When you issue a partial refund, we credit a percentage of the variable transaction fee, based on the amount of the refund.

 

Never had the fee held on a refund and it doesn't sound like that should happen. There will be at least some percentage of it refunded depending on the amount refunded.

I had heard a few weeks back that PayPal was going to change what happens on refunds, but I thought I had heard that it was the seller's fees that wouldn't be refunded. Sounds like it's a bit different than I expected. Either way it seems like it's something PayPal shouldn't be doing.
