Portable loft gauge that's easy to use...

I've been looking at these two. Just looking for something I can take with me into a golf shop and measure drivers, fairways, hybrids and buy the ones that are as close to the stamped loft as possible.

Second one. 
 

In order to really measure what you want to measure, you are going to need to purchase a mounting fixture to properly mount the heads in order to measure them with any accuracy. 
 

Measuring heads is not something you can just stroll into a golf shop and do...doesn’t work that way.

What about close enough is good enough?

 

If I get a 9* head, I just want to make sure it's not 11* or higher etc.

You won’t get anywhere near close enough to tell if the loft is accurate or not...nor will you know if your measurement is accurate or not.

Exactly.  Even if you can secure the head so that it is perfectly set up, you need to know the spot on the face where the OEM measures their loft.  Not always obvious.

Golfmechanix has the "Tournament Loft and Lie Gauge"  (~$200 us) which is the one portable loft/lie gauge I've run across (doesn't need a separate reference base to mount the club on).

 

But with the bulge/roll of a driver face, there is still plenty of room for error by the untrained.  And I'm also guessing that's more $$ than you want to spend.
