Does PCC require action by clubs, or is it automatic?

Yep. I’d say maybe that many. Maybe. My course averaged over 210  players a day since Jan 2020.  I’d wager that it sees maybe 20 players a day who have a handicap ?  I don’t know.  Maybe more With advent of online “ clubs “ to have a handicap.  But I know of all that play.  We have 134 people in our handicap association that pay to have one through the club.

As mentioned, I played on a rough day on which at least 100 scores were entered by the league officers.    So there were enough scores.  All I can conclude is that the bell curve for that day looked normal enough to not cause a PCC adjustment.

Something like 'Deviation from Norm' may have been more appropriate.

This is true.  It could be caused by more than the usual number of difficult pin placements.

One flaw that I've seen in the PCC calculation is the effect of having players that are unfamiliar with the course post the majority of scores that day.  I belong to a travelling golf club that sometimes plays difficult, quirky, private courses.  I saw two occasions last year where our scores caused a PCC of +3 on sunny, only mildly windy days.  It was just the combination of blind shots, very tricky greens, and the general unfamiliarity of the courses that caused the high scores.  Certainly the clubs wouldn't have set up the courses unusually tough for us -- if anything it would be the opposite.  The PCC adjustment was certainly right for us, but I can imagine a club member that played before or after our tournament and had their differential cut by 3 strokes just because a bunch of guys off the street couldn't figure out how to get around the course might be annoyed.  The only saving grace is that it doesn't happen all that often.

There is a traveling league of 60+ players that plays a certain public course near me once per month. They all have GHIN handicaps, their scores from the event are all posted, and for whatever reason they always all play terrible on this course compared to their handicaps, even if conditions and weather are optimal. It's basically 10 for 10 at this point that any day that group plays this course, there will be a PCC adjustment. And those are the only times I ever receive a PCC adjustment on that course.
