I was following Phil on the Golf Channel for a few holes on Friday and he wasn't using Ping Eye 2 wedges out of the rough. Did he change his mind?

That is a good question! I went to the R&A site and searched their informational club database. The Eye2 wedges are not even listed to show yes or no but under the Irons category the Eye2s are listed as meeting the 2010 groove rule but with the comment: "Applies only under USGA Rules of Golf."

Therefore, I would think that if it is a European Tour event or any event played under R&A governance then they are not allowed. If it is a jointly sponsored event it gets muddy.

To get this back on track a little, the USGA capitulated to Ping's demands and grandfathered these clubs in an out-of-court settlement in the middle of a lawsuit. A while later, the PGA Tour also capitulated. (So the argument of having the PGA Tour form its own rules doens't cut it -- they're in the same mess as the USGA is.) The R&A is not a party to those two agreements, so I presume they can do whatever they want with the Open Championship.

The USGA's announcement letter states that its competitions will allow the old Pings, and excludes the R&A from mention in that aspect, while it mentions that R&A's agreement with the new groove rules in other areas.
