Rules for OB when a provisional is also OB

Playing league last night and a ball off the tee looks like it may have landed and then rolled OB. A provisional is hit and with out questions goes OB.......

Can one default to the first ball, that turned out to be OB, play from the point of OB entrance with a 2 stroke?

 

Or

 

Do all OB balls have to be retee'd no matter what?

 

Playing partners said you could play at point of OB with a 2 stroke, we were killing them on the card so we just went with it

From what I understand, the "dropping at the point of OB" rule can only be used if the course or tournament committee has implemented the Local Rule stating it is an option. If that Local Rule isn't in place, you have to follow the standard OB rules with a stroke and distance penalty and replay the previous shot (tee shot in your case). 

 

FWIW, the USGA's website has this quote regarding provisional balls and the Local "drop" Rule:

 

The player may not use this option to take relief for the original ball when:

  • That ball is known or virtually certain to have come to rest in a penalty area, or
  • The player has played another ball provisionally under penalty of stroke and distance (see Rule 18.3).

You can hit as many provisionals as you like.

 

ONLY the last one can use Model Rule E-5.

 

So if your 1st one was extremely well hit and went out far down range where, if you hit a provisional you probably wouldn't get anywhere near the 1st one, you'd pass on the provisional and just walk forward.

 

But once you hit a provisional E-5 can only be used for the (last) provisional. You can not hit the provisional poorly (or OB of course) and then say "I'll use E-5 for the first ball and lie 3 on the fairway.

 

i.e. once you hit a provisional the 1st ball is out of the equation. :classic_wink:

The first point is that you must proceed with the provisional ball not the the original one. Since your provisional is also OB,  you must take stroke and distance, playing your 5th shot from the tee unnless the local rule allowing an alternative to stroke and distance is in place.  If that local rule is being used, you have the option of playing from the fairway at a point no rearer the hole than where the provisional ball went out bounds.                                         

 

Postscript:   I I wrote this and posted it only to find replies had already been made.  How did 20 minutes elapse between the writing and the posting?

SCORE POSTING FOR HANDICAP PURPOSES


1) What is the maximum score you can record on a hole?

 

The maximum score recorded for handicap purposes is net double bogey. (RoH FAQ)


2) You did not play a hole. What score do you record for that hole?

 

For example, when a hole is not played due to darkness or construction, the score recorded for handicap purposes is net par. (RoH FAQ)


3) You started a hole but did not complete it. What score do you record for that hole?

 

For example, your partner knocks it in for a four and you are two feet away lying four. No point in you holding up the works, so you pick up. The score recorded for handicap purposes is your most likely score (not to exceed net double bogey), which is a reasonable assessment made by you based on the score you are most likely to make from that spot more than half the time.
