How widely is this used around the world?

I can't provide you with an answer but I'd assume it's only used in countries that require or allow match play, four-ball and best ball scores to be posted. In other forms of play you're either holing out or recording a no score/maximum score for any given hole.

Your statement "in other  forms  of play  you are either ..." ignores the "form of play" of casual golf stroke play (that generates a post-able score).

That is the 'form of play' that concerns me. The opportunity to 'fiddle' may be an attraction.

A WHS Index has basically zero cachet here in the US. If I don’t know the person, or know someone who can vouch for him/her, I wouldn’t have a game with them. Handicaps here only work well in groups where they know one another well and play together often. Bad habits - the use of MLS, or preferred lies - are rampant. But there are competitive groups where guys play by the rules and hole out every time. I am a member of a group of this type. Most clubs have groups like this and they tend to include many of the better players in the club.

The concern that handicaps generated by the system here in the US may not be accurate. Never heard that expressed before in this group😀😀

Agree that match play is a situation.  

 

I've seen folks get frustrated and pick up on a hole, "put me down for a ___", which is almost always a score equal to or in excess of max anyway --- yes, not in a competition.

Not much different than a "blob" in other parts of the world, including in some competitions (Stableford).

Sounds kinda sorta like the number "0", yes ? Anyway, that'd be my guess.

Assuming one is keeping their score (for handicapping purposes) correctly, that'd likely be as accurate as the actual MLS, assuming (once again) one is adjusting their hole-by-hole score correctly.

 

And we are talking about "correct" handicaps, yes ?

This expression was first coined in 1887. The origins are uncertain, but a common theory is that the expression arose after Conservative Prime Minister Robert Cecil known as Bob appointed his nephew Arthur Balfour as Chief Secretary for Ireland in 1887, an act of favoritism which was apparently both surprising and unpopular. Whatever other qualifications Balfour might have had, “Bob’s your uncle” was seen as the main one. So “Bob’s your uncle” is another way of saying “your success is guaranteed.”

 

A phrase with the same meaning is ‘Fanny’s your aunt’. When used together it means complete or the whole lot. If Bob’s your uncle and Fanny’s your aunt you’ve got a full set of relatives and you are complete.

This is the only place that I’ve run into this concern. Every club I’ve been at has had reliable handicaps. Maybe one or two vanities or sandbaggers, but the reputation spread quickly, so there is enough social pressure to avoid it. Almost all games at all the clubs I’ve been at are match play, 1:1, fourball, 9 point, etc. being in your pocket and taking net double, or picking up a 3 footer after losing a hole doesn’t cause any issues.
