How about cctv cameras at every green?

 

An Assistant Captain of Etiquette can monitor the screens in the Etiquette Control Room and inform the Infractiomaster, who will write and issue Official Infraction Tax Tickets to offenders.

This is when you give them a refund and ask them to leave for the day.  If they cause a scene, trespass them for a year.  
 

If enough businesses stand up for themselves maybe the person in question will learn some humility.

I can't remember a time when there weren't unrepaired ball marks on greens, that is not a new thing.
