No need to to say “just in case” if the word provisional is used. The question is whether “just in case” is sufficient all by itself.

They could have also just said, "a player must say the word 'provisional', if he does not say 'provisional', regardless of how clearly he thought he made his intentions, it is not a provisional."

And that would settle the question once and for all...

But "just in case" added to "I'll play another" is now critical language that gets the player over the line, so in no way redundant in this situation.

If you say "This is for the lead" then there is only one person who can inhabit such a spot. If it's to tie, then it is "to tie for the lead".

I still like the idea of the rule being changed which allows a golfer to ground his club in a hazard, just as long as he doesn't improve his lie.

Good luck enforcing that. Across a range of penalty areas things like this may sound good but fails to appreciate the reasoning behind the rule in the first place.

Playing from a Sand TrapUnder Rule 13-4 of the standard Rules of Golf published by the United States Golf Association, a player may not ground a club in any hazard -- including a bunker -- before striking the ball, although there are a few exceptions. The main reason for this rule, as it applies to bunkers, is that grounding the club can affect the ball’s lie, particularly since the golfer will likely strike the sand at or near the spot she grounds her club when she plays her shot. Unlike other golf course surfaces, sand will move easily. Therefore, as Leaderboard.com explains, “It is impossible to allow the club to touch the sand without depressing the sand, no matter how slightly.” The penalty for violating Rule 13-4 is two strokes in stroke play, or the loss of the hole in match play.

Secondly, I would like to see free relief from fairway divots when you are unfortunate enough to land in one. After all, they ARE unnatural FLAWS on the golf course. Sadly, they robbed me of an opportunity to get another eagle which would have christened me Mikey6eagles!
