As previous members have stated, Tiger has said he can pretty much wear whatever he wants. So why still 100% apparel ?

He can maybe wear what he wants (within reason) when Nike is unable to give him what he needs and he has obviously been doing that with shoes. That said, there is no chance, no chance at all that he could ditch every item emblazoned with a Nike swoosh and not fall foul of the obligations under his contract. I mean, Nike might not be able to make shoes that he needs but you would have a pretty hard time convincing anyone that his polo shirt are not as good as say Under Armour or whatever.

But why the double standard with shoes vs apparel?

Its been months, and if Nike cared at all they could have just reverse engineered the FJ's and stamped a swoosh on it (just like his early blades and ball?).
