 No constitutional law problems in Australia, the state governments can do almost anything they like, and they do.

Drones seem to be a problem everywhere now and in Australia it is illegal to shoot them down, been caught many times perving on people sunbathing in their own back yard.

I think it is important to have some standards but some courses go overboard, we have a relatively local course that will only allow you to play wearing club socks. If you do not have them you have to buy them and wear them before teeing off, if you do not you do not play. 
 

suffice to say as a Griller I have never been there.

 

We were on holiday in Queensland and by the resort we were staying at there is a golf course located on an island half mile off shore. There is a regular free ferry to the island. We wanted to go over just to walk on the beach not to go in the club house, they would not let us on the ferry because we were not in the clubs dress code. We objected and said we only wanted to walk but as this is the only ferry and the club is up itself big time we could not go. Already on the ferry was a young man dressed in the most inappropriate golfing gear you can imagine, when we pointed him out to the driver he shrugged his shoulders and turned away
 

As far as we could find out the club does not own the island, but still act as if they do.
