Where did you hear or get the notion that if you miss a cut at a PGA Tour event, signature event or not, you get FEC points? 

 

As an example Chris Kirk M/C at The Genesis. You can see from his yearly results he did not receive any FEC points for that event.

Page 83-85 cover the points distribution. I didn't see anything in there that said a player missing a cut is denied points in the events. 

 

I did see at the very end of the FEC section that the points are distributed to players earning "official money". It doesn't say anything about a cut, but I guess that may be a simple way of saying if you're cut, you make zero official money, and therefore are not eligible for points? 

 

That handbook as far as I can tell doesn't ever clearly say only players who make a cut are eligible for points. 

 

But as you point out, Kirk has none showing, so maybe I missed it in the handbook somewhere.

It's pretty self explanatory. Miss the cut. Earn no money/points. It's been that way on the PGA Tour forever. It's nothing new. Using Kirk again as an example you can see along with earning no FEC points for his M/C at the Genesis he also earned no official money.
