No, Fleetwood is in the final pairing because he finished ahead of Rory yesterday. As I understand it, the fact Rory holed out first doesn't matter because both players were in the same group and the group completes play at the same time. It doesn't matter which player holed out first within the group.

 

Whoever gets their card in first goes out last. Fleetwood must have had his signed and in before Rory although given Rory's recent history and failures when it comes to playing in the final group, he may well have been hanging around waiting for Tommy to get his in there first.
