You play games under rules, and use those rules to navigate the game. Rules aren't always meant to penalize the player.

Ball cannot end up on the green from the drop, so he placed at the point of the second drop..

Bryson, in his career, has asked for relief far more than any other golfer I can think of. He constantly uses the rules to better his position. Now initially that doesn't seem like a bad move if it improves his chances of winning, but after watching it play out for years it leaves me thinking he abuses the rules on relief, and the officials are allowing it by pacifying him.

That is an example of why people want a free drop from the fairway if you are in an old divot. The problem is where to draw the line unless everything from the fairway is considered preferred lies.
