What am I missing? Reading this I don't understand why Rory was penalized: https://www.usga.org/content/usga/home-page/rules-hub/rules-modernization/major-changes/moving-or-touching-loose-impediments-or-sand-in-a-bunker.html

 

He did not touch it with the intention of testing anything. He only touched it because he thought it was a rock.

apparently doesn't matter ... it was sand, and you can't touch the sand ... he did what he should, but sometimes i think they should just shut up and not say anything about some of these situations ...

When Rory was explaining to the official what he had intended to move before he realized it was a clump of sand my thought was "_you were going to move that_!?" Jeez, just hit the shot. It was nothing.

It does matter in the link I posted if you read it. Which rule says you cannot touch the sand for any reason without incurring a 2 stroke penalty?

Yeah I'm not trying to argue either. But I don't care what they said on TV. Because the rule I posted says it is not a penalty unless he was testing the condition. Which he wasn't.

 

So i was asking for the rule that contradicted that. Some rules expert on here must know. I guess I'll head to the rules section.

I would say you are right. The rule is you cannot intentionally ground your club and/or test the condition. You are allowed to remove rocks and there is no penalty for inadvertently touching the sand. Given his intent was to remove a rock, the touching of the sand then was inadvertent and IMHO should not be subject to a penalty.

Exactly. The only thing I can think of is that they may have deemed he improved his lie and therefore penalized him under rule 13-2.

 

But to say he improved his lie or the path of his swing by touching a tiny clump of sand seems like a stretch.

The spread between DJ and Spieth is too wide. DJ hasn't exactly been great at closing out opportunities this year. I know Spieth's 3rd and 4th round scoring but he's gonna hold it together eventually.
