I agree with you about Reed's action and that I don't want him absolved either. But 2 strokes seems right. If you're allowed to ground your club in a waste area bunker, is it limited to grounding outside the intended swing path? I don't know but if it's not limited that way then you'd be allowed to ground your club right behind the ball. Say your ball is sitting in a footprint but at the back of the footprint touching the mini wall that the footprint impression leaves in the sand all around it, especially at the heel or toe. So how do you ground your club behind the ball without disturbing that "wall" and for sure your lie improved?

He wasn't just grounding his club when he moved the sand. He simulated a backswing.

I do believe he obviously deserved a penalty. However, you do make a good point about the rules being contradictory. If your ball is in the tall grass, you see many pros rehearsing several back swings which pushes the grass out of the way of the back of the ball. Those several rehearsals help clear a path to hit the ball easier which is pretty much improving the lie.

Juliette, I think it would be a good idea for you to read the rule for yourself. It doesn't answer every potential question, but an awful lot of situations become much clearer. For the specific case you mention, here's what 8.1b says a player is allowed to do:

"(4) Ground the club lightly right in front of or right behind the ball.

But this does not allow:

Pressing the club on the ground, or

When a ball is in a bunker, touching the sand right in front of or right behind the ball (see Rule 12.2b(1))."

In the hypothetical you pose, I'd say that you're required to use care to cause the minimum possible disturbance of that back "wall" of the footprint, right behind your ball.
