I was gonna say the V-Steel, but since you wanted it new I'd say TM SIM or SIM 2, mostly because it is the closest thing to it because it incorporated its almost 20 year technology, yet flat out works.

I have the TEE EXS Pro driver they released last year.  I re-shafted it with a VA Nemesys and am very pleased.  I don't know what the general consensus is of the MGSpy tests they do, but the EXS pro has been consistently one of the top drivers in their tests recently. For a smaller head it is a forgiving head.....I can confirm that.  Their new C721 seems to be getting good reviews. At $399 I'm tempted to buy one and put it in the VA shaft just for fun.

Agree with others on Cobra, their new stuff is typically 50-100$ less than other "major" oems

 

In Canada their driver is 599 --everyone else is 699 pretty much

Cobra F9 tour fairways are long but lower spin and medium forgiveness. Love Mine though!

Agree with the Tour Edge. I have the EXS 220 and like it a lot. Definitely gained a few yards over the F7 I was using. I had a hard time finding anything the past year that was better for me until I tried the Exs 220. The C721 is supposed to be an improved version so it give it a try.

I would choose Cobra drivers and fairway woods. They're not bargain-basement, but the real-deal shaft offerings are a big plus. I'm a huge fan of the Fujikura Motore X F3, and I think between the F3 and the F1 there's an option that would suit a large range of players. I'm loving the Radspeed XB personally.

 

I've also found the Mizuno ST-Z fairway wood to be a good bargain. I like the adjustability a lot (I struggle to hit a 3-wood off the deck but can loft this up to 17* and have had much more success) plus, again, the Motore X F3 shaft. 

 

Not trying to shill for that particular shaft, but when you've found one that works really well for you and can get it without paying any extra, it does change the way you look at a club's value. I think that'd be true across the board for any brand that offers your ideal shaft, whatever that may be, as a stock option.

Another option I should of mentioned is Sub 70. They are a direct to consumer golf club company. They have fantastic clubs at really good prices. I have a set of their irons and their utility iron. My son has some of their clubs and loves them. The fairway woods have been reviewed very well. They have a new driver coming out any day now If it hasn’t come out yet. There customer service is excellent and they do a very good getting you the right fit over the phone.

Definitely Tour Edge for fwys.  They are low profile so easy to launch.
In the meantime while you’re searching pick up an Exotics XCG5 fwy for about $60 to hold you over.  They are the best ever made and way ahead of their time in technology.  It’s an all titanium head with a cup face.  According to tour edge tests at the time (2013) the CT is 250!!!   Low profile so super easy to launch off the deck.

If you’re in northern Indiana, you are close to sub70... I really like the hybrid I got from them and have heard good things about their woods... they have a new driver coming.

 

PXG is definitely up their on the best value side right now... it’s actually fairly insane.

 

the best time to by a cheaper OEM driver is in the fall... you can still order custom but they will have discounted everything to move inventory.

 

Another suggestion that is within your parameters but a little goofy... Ping.

 

the biggest upside for a new ping driver is it doesn’t tank in value. You likely won’t find a new one “cheap” but you can get back 80-90% of what you paid for it for the next year.

For fairways and hybrids I would highly recommend the Wilson Staff C300 line. You could very likely get a couple brand new for under $100.

Straightest fairway finding driver I ever hit is the PXG 0811XF.  Not the longest out there, but if hitting fairway's is your goal, it's a no-brainer.
